Clearing paper, board, packaging material and print inputs.

Seven companies on our register import paper, board and packaging material, among them JW Packages and Prime Paper Mills. The trade splits into paper and board bought by weight and grade, packaging material converted from it, and printing inputs bought in much smaller, much more closely checked quantities. Each is assessed on different grounds, and a file that treats them as one account moves slower than it should.
Bulk paper, converted packaging, and print inputs are three files
Kraft paper, coated board and duplex board arrive in bulk and get assessed on grammage, coating and what the mill will do with them, which sets the heading under Chapter 48 of the Pakistan Customs Tariff before price is even discussed.
Packaging material — corrugated board, cartons, laminated pouches, labels — is a converted product, and the invoice usually mixes several PCT headings on one shipment. Printing inputs, plates and specialist inks are the smallest line by volume and the one most likely to draw a query, because the value per kilogram is high and the description on the invoice is often thin.

The mixed invoice is the real work
A packaging order rarely arrives as one product. A single shipment for one converter can carry base paper, adhesive, ink and finished carton in the same container, invoiced as one line by a supplier who thinks of it as one product. Customs does not see it that way, and neither do we.
That invoice gets broken into what it actually is before the declaration goes in. It is slower to prepare and it is the difference between a clean assessment and a query that stops the whole consignment over one mis-classified line.
Recovered paper and board move against a world price that swings hard, and a declared value that was correct when the order was placed can look low by the time the vessel docks. We will not smooth that over. If the price you have on the invoice is going to draw a query, we tell you before we file, not after customs raises it.
