Leather runs both ways in Pakistan, and this register reflects it: Royal Leather Industries, Mima Leather and Creative Leather Industries among the companies on it. Tanning chemicals, finishing machinery and the trims that go into a finished garment come in; tanned leather, garments and leather goods go back out, usually to the same buyers who specified how the raw material was to be prepared.
One trade, two directions
A tannery or leather goods manufacturer is rarely only an importer or only an exporter. The chemicals and machinery that go into tanning and finishing come from outside the country; a large share of what the tannery produces goes back out as finished leather, garments or leather goods.
Treating the two sides as separate accounts misses the point. An import of buckles and trims exists because of an export order already placed, and the condition attached to that import is the export it is tied to.

The export side
Finished leather, garments and leather goods leaving Pakistan carry their own declared value, checked the same way an import's would be. Where duty was actually paid on the inputs behind an export, drawback under Sections 37–41 of the Customs Act can be claimed at export and paid after the shipment leaves.
That is a different position from an accessory or chemical brought in duty-free under the Export Facilitation Scheme. Nothing was paid on those, so there is nothing to draw back — the scheme's benefit sits at the import, not the export. Knowing which side of that line a shipment sits on is the difference between a claim that is paid and one that is refused.
The Export Facilitation Scheme runs on the export obligation behind it, not on the importer's word. If the accessories or chemicals brought in against it do not go out again as part of an exported consignment, the duty comes due. We will not file an import against an export order we are not confident will be met, because the exposure lands on the importer, not the scheme.
