Clearing the parts a workshop or assembler imports — not the car itself.

Shafiq Traders · Updated 13 September 2026

This is about parts and components, not vehicles: Guard Filters, Oditer Motorcycle Parts, Waheed Brothers (Pakistan) and Sohail Autos among the companies on our register. What decides a shipment is what the part actually is, whether it is supplied under a vehicle assembler's vendor programme, and whether it carries somebody else's brand — not which car it eventually fits.

Parts and components, not the car

A workshop bringing in filters, a manufacturer supplying an assembly line, a distributor stocking tyres — none of that is the personal car-import scheme, and the rules built around a single imported vehicle do not apply to any of it.

What matters here is the part itself: its classification, who it is going to, and whether the brand on it is genuine. Those questions decide the assessment far more than the make or model it eventually sits in.

What comes in, and what decides it

Drawn from the automotive consignments this office has handled. Headings follow the Pakistan Customs Tariff; vendor certification sits with the Engineering Development Board and trademark enforcement with FBR's Directorate General of IPR Enforcement. Checked September 2026.

The vendor programme, and the certificate it runs on

A company supplying parts to a vehicle assembler under the industry's vendor and localisation arrangements can claim a concessionary rate, but only against a certificate the Engineering Development Board has issued for that specific part. The certificate is not a blanket approval for the vendor — it is tied to the part.

We check the certificate against what is actually on the invoice before the declaration goes in. A vendor holding a certificate for one component and a shipment carrying another is not a paperwork mismatch customs will wave through.

We will not clear a branded part on the strength of an invoice alone if the mark does not sit right. Customs holds counterfeit auto parts under the Trademarks Ordinance, 2001, and once a rights-holder has filed a notice against a shipment, no agent can talk it off. That is not a service we sell around.
