What makes a shipment dangerous goods, and what that changes at clearance.

Cargo is dangerous goods when it falls into one of the nine classes set by the IMDG Code — the international rulebook every shipping line and port in Pakistan works from, whether or not the importer has ever read it. For this firm's own register, that mostly means lithium batteries and battery storage equipment under Class 9, and chemicals and dyes that fall under Class 3, 6 or 8 depending on what they are. Declaring cargo as dangerous goods does not change the customs duty on it or how it is assessed. It changes the shipping documents that have to travel with it, and it changes where the container sits at the terminal once it lands — which is where the extra cost and the extra time actually come from, not from customs itself.
Whose rulebook this actually is
"Dangerous goods" is not a customs term first. It is a shipping and stowage term, set by the IMDG Code — the International Maritime Dangerous Goods Code — which every vessel calling at a Pakistani port is required to follow. In Pakistan, the Mercantile Marine Department, under the Ministry of Maritime Affairs, is the body that examines and approves a vessel's plan for loading dangerous cargo against that code, and issues the compliance certificate a ship carrying it has to hold.
Customs comes in afterward, on the declaration itself, the same way it does for any other cargo. The port authority comes in on where the container physically goes once it is off the ship. Three different bodies, three different jobs, and an importer usually only meets the third one directly — because that is the one that shows up as a cost and a delivery date.

None of this replaces the ordinary invoice, packing list and bill of lading. It travels alongside them.
Dangerous Goods Declaration
A shipper's declaration in the IMDG Code's own format, naming the UN number, the class and the packing group. A commercial invoice does not stand in for it.
Safety data sheet
The chemical's SDS travels with the shipment, and it is what gets read first if a query is raised — not the product name on the invoice.
UN-certified packaging
The drum or container itself carries a UN mark certifying it for the class and packing group inside it. Unmarked packaging is something a terminal can refuse to move.
Battery test summary
Lithium cells and batteries travel with a UN 38.3 test summary confirming they have passed the transport safety tests, separate from any certification the finished equipment carries.
Advance notice to the terminal
The carrier's agent flags the consignment as dangerous cargo before discharge, because it does not go into the same shed as everything else on the vessel.
Why it costs more and takes longer, structurally
Karachi Port Trust's own rules define dangerous cargo by reference to the IMDG Code and require it to be moved into a designated Dangerous Goods Shed rather than a general transit shed — the shipping agent is responsible for making that move, not the importer, but it is the importer's container sitting in a different queue as a result. Cargo bearing IMDG Classes 1, 3 and 7 is discharged into barges under KPT's rules rather than worked directly at some berths, which is a handling step ordinary cargo does not go through. KPT's published tariff sets separate charges and a separate free-time category for dangerous cargo; we are not going to quote you a rupee figure or a day count from a tariff schedule we cannot confirm is the current revision, but the structure itself — a different shed, a different handling step, a different charge line — is real and it is set by the port, not by us.
Port Qasim is a different port with its own authority, and we have not found a dangerous-cargo tariff published on its own site the way KPT publishes one. That does not mean the cargo is treated as ordinary there — IMDG classification and the shipping documents behind it apply regardless of which port the vessel calls at. It means we cannot point you to a Port Qasim-specific rate the way we can for Karachi, and we would rather say that plainly than guess at a figure.
None of this changes how customs examines the declaration. A dangerous goods shipment goes through the same risk-based channel assessment as anything else. What is different is where the container physically sits while that happens.
We are not going to declare a dangerous goods shipment as general cargo to save you the shed fee, even if that is exactly what another agent offers to do quietly. A chemical drum or a battery consignment found undeclared at the terminal is a bigger problem than the fee it was trying to avoid, and by then it is our name on the file as well as yours.
